The national Strategic Prevention Framework State Incentive Grant (SPF SIG) program began in October, 2004 with federal grants going to 19 states and 2 territories from the Center for Substance Abuse Prevention (CSAP) in the Substance Abuse and Mental Health Services Administration (SAMHSA). Washington was one of the initial grantees.

These grants address 3 general goals:

  • Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking;
  • Reduce substance abuse-related problems in communities; and
  • Build prevention capacity and infrastructure at State and community levels.

In this effort, all grantees are required to implement the following 5-step planning framework, infusing data in their decision making at each step:


Through a systematic, data-based needs assessment process conducted by the State Epidemiological Work Group (SEW), Washington selected underage drinking as its prevention priority.

Twelve Washington communities, selected randomly from those meeting the state's SPF SIG eligibility criteria, received funds in April, 2006 to implement the SPF and reduce underage drinking in their communities.

This web-site, developed by the evaluation team at RMC Research Corporation, is intended for use by SPF SIG management, technical assistance and evaluation staff as part of the community-level evaluation effort across these 12 sites.
